Offsets and why they move
A time zone is an offset from UTC, but many zones change that offset twice a year for daylight saving. The gap between two cities is therefore not constant: London and New York are usually five hours apart, but for a few weeks each spring and autumn they are four, because the two regions switch on different dates.
Which cities do not change their clocks?
Türkiye has used permanent UTC+3 since 2016 with no seasonal change. Japan, India, China and most of Africa also stay fixed year-round. Where you have a choice, quoting a fixed-offset city removes an entire class of confusion.
How do I write a time so nobody misreads it?
Include the zone abbreviation and the UTC offset together, and use the 24-hour clock: '14:00 IST (UTC+3)'. Abbreviations alone are ambiguous — CST is used for three different zones, and BST means one thing in Britain and another in Bangladesh. For international invitations, sending a calendar file is safer than sending text at all.
